The honest answer
Deletion is designed to be permanent, because it exists to satisfy erasure obligations. Anything reliably recoverable would not meet that purpose.
Contact pluscloud support quickly if it has just happened, and do not count on it.
What happens to their tickets
They remain, and lose the link to a customer record. The conversation is intact; the context and the organisation link are not.
Recreating the user does not reattach the old tickets.
What to do instead, next time
Suspend. Their tickets stop arriving, everything is kept, and it reverses in a click. That covers spam sources, abusive contacts and anybody you might reinstate.
Redact. For an erasure request, removing personal data while keeping the record often meets the obligation and preserves your operational history.
Delete only deliberately
A verified erasure request, a record created in error, or a retention policy that says so. Not tidying up: there is no cost to keeping users.
Restrict who can
Deletion is a role permission. Most agents have no reason to hold it, and removing it prevents this question arising.
Recreating them
If they contact you again, a new record is created automatically. It starts empty, which is the loss.
