Can two user accounts share an email address

No. One address belongs to one user, and the workarounds for what people actually want are better anyway.

Why not

The email address is how Zendesk identifies a person. Two accounts sharing one would make incoming mail ambiguous, and there would be no way to decide whose ticket it is.

What people usually want

"I am an agent and also a customer." One account handles both. Your agent record can raise tickets, and the history stays together.

"A shared team mailbox." That is a support address, not a user. Set it up as a channel so tickets arrive from real senders.

"The same person at two companies." That is multi-organisation membership, on one user record.

Adding a second address instead

One user can hold several addresses. Somebody writing from work or from home is then recognised as the same person, with one history.

That is what solves most of the real cases.

Shared logins are a bad idea anyway

Two people using one account means no way to tell who did what, no meaningful audit, and access that outlives whoever leaves first.

If you already have duplicates

Merge them. It brings the history together, and the second address is kept on the surviving record.
