No. They stay visible on the Deleted users page for 30 days, which is what makes people think otherwise, but they cannot be restored from there.
Can a deleted user or organisation be recovered?
It is not possible, and nobody can do it for you: Zendesk's own data recovery policy rules it out. Deletion exists to satisfy erasure obligations, and anything reliably reversible would not meet that purpose.
The 30 days are not a grace period
A deleted end user sits on the Deleted users page for 30 days before an automated process removes them permanently. Seeing them there reads like an undo waiting to happen. It is not: they cannot be restored, and an admin can even remove them permanently before the 30 days are up.
What happens to their tickets
The tickets are not deleted with the user. They remain, and lose the link to a customer record. On closed tickets the name and email address are replaced with Permanently Deleted User.
Recreating the person does not reattach the old tickets. If they write to you again a new record is created automatically, and it starts empty. That is the loss.
What should I do instead?
Suspend, for almost every case
Their tickets stop arriving, everything is kept, and it reverses in a click. That covers spam sources, abusive contacts and anybody you might reinstate.
Redact, for an erasure request
Removing personal data while keeping the record often meets the obligation and preserves your operational history.
Delete only deliberately
A verified erasure request, a record created in error, or a retention policy that says so. Not tidying up: there is no cost to keeping users.
Restrict who can
Deletion is a role permission. Most agents have no reason to hold it, and removing it prevents this question arising.
