The widget follows the visitor's browser language by default, and can be set explicitly where your site knows better.
The default
The widget's own interface text follows the browser. A Dutch browser gets Dutch labels without you doing anything.
Setting it yourself
Where your site already knows the visitor's language, because they chose it or because they are on a language-specific page, you can tell the widget rather than letting it guess. That is a small piece of website code.
Worth doing when your site has a language switcher, because a visitor who chose Dutch on a site with an English browser expects Dutch throughout.
Your own text is separate
The important distinction. The widget's labels are translated by Zendesk. What you wrote is not: greetings, out-of-office messages and trigger text stay in the language you wrote them.
For those, dynamic content gives you a version per language, and that is what makes the widget genuinely multilingual rather than half translated.
Agents are a separate question again
A widget in Dutch invites Dutch conversations, which somebody has to answer in Dutch. Skills-based routing is how you make sure they reach the right person.
