No. Every article lives in a section, and the section is what makes a category navigable rather than a long list.
The structure
Category, then section, then article. The category is the top-level grouping a reader picks from; the section is the shelf; the article is the thing.
An article without a section would have nowhere to appear except as one entry in an undivided list.
What to do instead
Where a category holds only a handful of articles, give it one section named for what it contains. "About your account" reads perfectly well as a single shelf, and adding more sections later is a move rather than a restructure.
Where you wanted a single article to sit at the top, promote it. It then appears above the rest, which is what people usually mean.
The overview page problem
The other common reason for asking: an article introducing the whole category, which feels wrong buried in a section. Put it in the first section and promote it, or place the introduction on the category page itself through the theme.
Why the fixed structure helps
Every article has exactly one address in the hierarchy, so breadcrumbs work, navigation works, and permissions have one place to apply. A knowledge base where some articles float above the structure is one where readers cannot predict where anything is.
