The address is built from the title and the article's ID. Renaming changes part of it, and the old link keeps working.
How addresses are made
An article's address contains its numeric ID and a version of its title. The ID never changes; the title part follows the title.
What that means
- You cannot set the address yourself. It comes from the title.
- Renaming changes it, and old links still resolve because the ID is what identifies the article.
- So retitling is safe. Which matters, because titling articles as the question is worth doing even to existing ones.
The link you should use
A link without a locale, containing the ID. That resolves to the reader's own language and survives retitling. It is what the editor produces when you search for an article rather than pasting an address.
For search engines
A changed address means the search engine relearns it. The redirect keeps readers working; rankings take a little while to follow. For a rarely-read article that is nothing, and for your most-read one it is worth doing deliberately rather than casually.
