A Turkish number as your caller ID gets filtered by local operators. An international number arrives normally.
The rule
Voice traffic sent to Turkey presenting a Turkish number as caller ID is filtered or blocked by local operators and carriers. International caller IDs are delivered as expected.
What this looks like in practice
Calls that never connect, or connect for some recipients and not others, with nothing to distinguish the two. There is no message telling you a call was filtered, so it reads as bad luck rather than as a rule.
What to do
Present an international number for calls to Turkey. That is the whole workaround, and it is reliable.
Where it catches people
An office in Turkey that presents its own local number sensibly enough, and finds that outbound calls fail while inbound is fine. The number works; presenting it from outside the country does not.
It is not ours to change
This is how the local operators and suppliers require it. No provider routing calls into Turkey can present a local number reliably.
