French rules on which numbers may be used as caller ID, and why an unauthenticated French number will not do.
What the rules say
France restricts which numbers may be presented as caller ID, in two steps that are both in force:
- Since August 2019. A French geographic number (01 to 05) or a multi-purpose number (09) cannot be used as caller ID for international calls or messages unless an authentication mechanism is in place.
- Since January 2021. Automated systems that make more calls than they receive cannot use geographic numbers (01 to 05), mobile numbers (06 and 07) or multi-purpose numbers (09) as their caller ID at all.
What this means for you
Calling France from outside it while presenting a French number is the case that trips the first rule. Doing it without authentication is what the regulation forbids, so those calls are the ones that get filtered.
The second rule targets dialling operations. A system that calls out far more than it receives is what it describes, whatever you call it internally.
Why the rules exist
They were introduced by the French regulator to cut down on spam calls and robocalls, after those became a problem end users could not escape. The mechanism they chose was to make the caller ID harder to borrow.
What to do
Present an international number for calls into France, or arrange proper authentication for the French number you want to use. Ask us which applies to your setup before assuming your current arrangement is fine.
