Yes. Plans are per user, so two people on UC-Business alongside ten on a lower plan is a normal setup.
Can two people have a feature the rest do not?
Everything their plan includes. Nobody else on the system has to be upgraded for a feature to work for them, and one phone system happily runs several plan types side by side.
Where the other ten still matter
Some things need a plan at both ends. Creating a conference room with external participants needs UC-Business or higher, while joining one needs nothing at all: colleagues on UC-Essential can take part in a meeting they cannot host. When you are counting licences, count the people who need to start something, not the people who take part.
Worth checking before you decide
Licences come in volume tiers, so putting more people on the same plan can work out better than splitting twelve users across three plan types. Two on a higher plan and ten on a lower one is sometimes exactly right, and sometimes more expensive than putting everyone on one plan.
It depends on your numbers and it shifts as you grow. Tell us who needs what and we will work out which combination is best.
One thing you cannot mix
Plans can differ per person, but the subscription term is shared. It is fixed for the system as a whole before any users are counted, so everybody sits on the same term whatever their plan. Adding people later is easy; putting one team on a different term is not.
