Yes. Plans are per user, so two people on UC-Business alongside ten on a lower plan is a normal setup.
What the two users get
Everything their plan includes. Nobody else on the system has to be upgraded for a feature to work for them, and one phone system happily runs several plan types side by side.
Where the other ten still matter
Some things need a plan at both ends. If your two UC-Business users can host a video meeting, colleagues on a lower plan can normally join it, but they cannot host one themselves. When you are counting licences, count the people who need to start something, not the people who take part.
Worth checking before you decide
Licences come in volume tiers, so putting more people on the same plan can work out better than splitting twelve users across three plan types. Two on a higher plan and ten on a lower one is sometimes exactly right, and sometimes more expensive than putting everyone on one plan.
