The same plan suits fax machines, door phones, hotel rooms and warehouse handsets. Anything that makes and takes calls without a person signed in to it. On Collaboration it is also the right plan for a dummy user that collects a call group's missed-call notifications.

There is a lighter licence still, called Service, and it is not this. Service cannot register a phone or sign in anywhere; it exists for things that are not devices at all, such as park orbits and virtual users used for forwarding. Put a meeting room phone on it and the phone will not work.

Do not leave them on a heavier plan

Meeting room phones often end up on whatever plan was assigned when the system was set up. Checking them once is worth doing: a room phone sitting on a full plan is a licence a colleague could be using.
